Download and install the Camera Raw plug-in. Note: If you still haven't been able to successfully update the Camera Raw plug-in for currently supported versions of Adobe applications, use the Camera Raw 12.4 installer below. For older Adobe applications, substitute with the Camera Raw 10.5 installer below. Try this: go to PS Preferences / Camera Raw Preferences (not just PS Preferences) and try turning off the Graphics Processor (GPU) or turn it on if it's off, and see if you can get past the block, although if you have a high screen resolution then you'll likely need it turned on for speed, but experiment to see if it changes.
